District Attorney Mark Peterson did not name the retired officer, but said he would be charged next week with one misdemeanor count of solicitation. Both the retired officer and Jasmine Abuslin -- the woman at the center of the scandal -- admitted to the solicitation during police interviews. Peterson said there was no evidence that sexual encounters between former Oakland officers, San Francisco police officers, Richmond police officers and a former Contra Costa County sheriff's deputy broke any laws.
He said in the hours of interviews with Contra Costa County and Alameda County investigators, Abuslin admitted the consensual acts were committed when she was over 18, no money was exchanged and no lewd acts were committed.
No other charged would be filed. Peterson also said that the Abuslin's trip to Florida to undergo drug rehabilitation was not intended as way to obstruct the investigation of the sexual exploitation case. Abuslin out of California in order to hinder any local investigation or prosecution," explained Peterson. The year-old woman has filed legal actions against several Northern California cities and police departments, saying she was sexually exploited by more than two dozen officers while she worked as a prostitute.
The cities have yet to respond to the claims, which are precursors to lawsuits. The woman's allegation has roiled the Oakland Police Department, which cycled through three police chiefs in under two weeks before the city administrator took over leadership of the department when the scandal surfaced publicly in June.
The scandal surfaced after a federal judge who monitors the long-troubled department ordered internal affairs to look deeper into an officer's suicide note where he discussed his and colleagues' relationship with the woman.
